Why is The SpursEngine only in Japan???

I was wondering why this is not available anywhere except Japan.

I mean, really if you were to look at this particular piece of hardware you too would wonder "WHY?!?!" Now, for those wondering "WTF is he talking about" or "This guy should explain what a Spursengine is..." well, the Spursengine is basically a PS3 processor, but has half the clock speed and half the SPE's (basically the cores[the ps3 had 8. 6 were used while gaming one was for backup and the other was used for the core OS).

In a nutshell this is like an nVidia Tesla for encoding and decoding video streams. In essence it speeds things up A LOT. The only downside is that it only has 32-bit drivers, or at least to my knowledge, luckily I have a desktop with a 32-bit version of Windows Vista.

So yeah, any ideas...
