Best possible graphics for Borderlands 2?

I want to push my system as much as I can with Borderlands 2. I have a pretty good machine, and I want to see what it can and can't handle. PC specs are below.

AMD FX-9370 Octo-core CPU @ 4.41GHz
AMD Radeon HD 7970 Matrix Edition by Asus (for info on the card go here http://www.asus.com/Graphics_Cards/MATRIXHD7970P3GD5/ This can be crossfired, I have another one)
Kingston HyperX Beast 16GB 1600MHz RAM

What ini settings do I have to edit for maxed out graphics? Or, what graphics mods must I install?

OG Vita 3.60 Emulation Machine
PS Vita-PCH2000 stock or something i think lol
Back in my day, I had to teleport to and from school in the snow, uphill, both dimensions!
