GCPH Region Block?

I'm looking for a VPN that can work on Grand Chase (Philippines). I can't get to play it since I'm not in the Philippines (I'm in China, Shanghai at the moment); So if you guys happen to know any VPNs that can work (or anything else) please let me know. The only VPNs I've got at the moment are only working for browsers. And when I open GC "Error 0x3" appears with a message that says "Patch Download Unavailable", the same thing happens when I try to run in as administrator.

I'm using Windows 7 Ultimate; 32-bit Operating Syst. Please help me T^T ...

Keep in mind that this violates the ToS for playing Grand Chase, and also may violate regional laws. Doing so could directly result in your account termination by their admins.
