I don't think i will go into ROM cooking for Android but I enjoy trying Different ROM (this might get me into developing but that is later part)
I have HTC HD2 where i do all my experiments cause it freezes at HTC Quietly brilliant due to heating of processor! Funny thing is keeping it in deep freezer for 15 mins can get me do my ROM experiments for a ROM!!

For now i need a Android phone which can cater me my messaging and media sharing not probably 3g but sending and recieving Images,sound and Video (Eg: Watsapp ON most of time) which will need good battery and if i can root ROM than it would be Awesome!

Inshort,
Android(or any other OS to be advised for me)
Apps like Watsapp ON all time, for messaging
Good battery
Extra : ROM rooting

Budget Around 13-14k INR

I didn't mean ROM cooking necessarily. I also meant developing Android apps. Anyway if you plan developing HTC is a good choice because they opened the bootloader some time ago (thus you can replace HTC's bootloader with a customized one).

Nope bootloaders are locked. In fact HTC is the first one to do this.

It doesn't matter which vendor you use now...AFAIK Most of the phones of Samsung and Sony Ericsson's bootloader can be unlocked, I have my X8's bootloader unlocked.

And thus bootloaders can be unlocked and it definitely will void your warranty(As rooting does.) and I suggested you Ace as you get best specs in the above choices for the same prices. BTW If you don't mind screen size, Go with Xperia Mini or Mini Pro(NOT X10 mini!) It packs with 1 GHz processor and soon will be getting an ICS update! And all this for mere price of 13k and 15k respectively...

What I'm talking about is that now HTC offers you all the tools needed to modify the bootloader, as opposed to other brands.

Personally I would never buy anything from Sony.

X8 was my last Sony product! And Yes, I know and that's why HTC is a good choice for devs...but as he was curious that could it be done with others also, I told him And as his pocket is tight, maybe he would/can go for Sony
