So Here is how to register your phone as a developer phone FOR FREE....You can deploy upto 10 xap to your device, also u can unlock 3 Windows phone using 1 Live ID.(some people are saying they can deploy only 3 apps)
1.The main thing is to get a free student account i.e a edu email address.
So here goes,
You need to sign up,https://eims.maricopa.edu/MAW/MAW.html here.
At the signup page, you need to tick,
"I am a new student and have never attended any Maricopa Community College or Skill Centers." this option, then fill in the captcha and continue.
Next you need to give personal information, make sure you give your real information,
except thePost code SSN which probably everyone doesnt have, so u can generate a FAKE SSN,
http://www.fakenamegenerator.com/social ... number.php here, and post code, you could just google up for a post code of "Arizona" or probably any postcode in the US would do.
After you finish signup, you will get an MEID, a email, and a password.
Make sure you save all these info with you, in a notepad or sumtin.
Ok now it takes sumtime to activate the account, as they say 20 mins, just give it 20 mins and then, go to https://eims.maricopa.edu/MAW/lookup.pl?req=passwd , click NO, den put your details there, put the same password as before.
Now try to loggin to maricopa.edu/google/ or goto https://mail.google.com/ and use the Email and password.
Once you get access,
goto https://www.dreamspark.com/ and you need a live account to login with, so you use the live account to sign in with.
Goto get verified,
If you have ur LIVE ID signed up at Dreamspark , then follow this link https://www.dreamspark.com/Verify/Default.aspx
You will be asked to signin with ur Live ID or u will b taken to this https://www.dreamspark.com/Verify/Defau ... wsignin1.0
page directly.
These are the options to be selected..
1.What country do you live in? - United States
2.How would you like to verify? - Verify as a Student
3.How would you like to verify your account? - Get verified through my school
then click continue,
next page is "Get Verified With DreamSpark"

2. Arizona
3.Phoenix
I selected "Arizona Department of Education" in School Selector
Next page , add your first name, last name, Date of Birth and .edu email adderss.
Once your done here, you should get a verification email in your .edu email, so go chek it out there and click on the verification link , now you have an edu email and a dreamspark account!!
i.e , click here https://www.dreamspark.com/Activate/Activation.aspx and enter the verification code that is provided to you in the edu email.
Now Create an Apphub account and link it to your Dreamspark LiveId.
a.After Dreamspark is verified, go to App Hub - home register your Windows Live ID and signup as a student. It will ask if you have a verified Dreamspark account.

b. Download the Windows phone developer tools from here

c. Run the Windows Phone Developer Registration tool. Sign in with Windows Live ID you registered at AppHub, connect your phone and make sure it is not screen locked, viola, LUMIA Windows 7.5 Phone now unlocked. And you can unlock 2 other Windows 7 phones too for a total of 3 phones.
