psp emulator for android?

it all really depends on the difference in hardware, like m0skit0 said, the psp had a similar cpu to the ps1 (both mips), that is why it only took 333mhz the psp had to fully emulate the ps1 and it's also why it takes 1ghz of ARM power to emulate the ps1.
another thing it also depends on is the technical specs behind the emulated system.
For example, the psp was easier to code for than the ps2, which is why emulating a ps2 is harder, this is also the reason why the dreamcast didn't have saturn compatibility.

Hence psp emulator for android at full speed is possible (as the vita proves with its cpu and gpu available on high end tablet devices)

A psp emulator on any smartphone would ROCK! But until that day comes it's now not that expensive to pick up a used PSP system. And used games/ accessories for it are cheap today! The scene for it is still very much alive :-)

Vita and PSP OS are quite different. The beef of the power comes from the CPU and GPU. Yes, multitasking on android for its other functions (eg phone etc) can slow it down somewhat (not by that much)

Most of the high end quad core cortex a9's on android tablets devices run at upwards of 1ghz per core (in comparison to around 500-600mhz on the vita)

It may take some time. Even the PSP emulator on PC on my I3 processor does not run well. If there is anyone who knows the hardware of the PSP/PS Vita, it would be sony themselves who no doubt utilise the vita to its potential emulating the whole PSP.

A PSP can be picked up for around £40 anyhow and all these are hackable

one of the main reasons is because emulating requires a lot of power and ram more than native games that are optimized for android if some one developed an emulator it would lag at high frame rates and would be unplayable.

actually, the worst problem when it comes to PSP emulation is lack of initiative from big developers.
The GameCube and PS2 are more powerful and harder to emulate than the PSP, yet Dolphin and PCSX2 are quite awesome.
There simply isn't enough interest in emulating the PSP.
