We already have a web site for HBL though.

If you want to help with the HBL project, you can get the source code from here: http://code.google.com/p/valentine-hbl/source/checkout . We don't need web design work done though (at least, I don't think).

As Organized_Chaos said, the "only" good way to help HBL is by submitting patches to the source code.

Depending on your skills though, there are lots of things that can be done, such as helping noobs installing HBL, answering people's questions, creating alternate menus for HBL, tools related to HBL... There's nothing special I have in mind, but lots of people have come up with great ideas that help the community.

I'm not sure how you can leverage your web design skills, but that's up to you to figure it out. One thing is sure: that kind of thing is usually a personal project, you shouldn't rely on anybody to give you ideas, orders, or help you build a team. A project such as HBL and its community requires people who are independent and proactive. :)
If you need US PSN Codes, this technique is what I recommend.

Well, it's open source so if I want to be involved, I can be.

I'm part of this forum and I help noobies (mostly on PSP-Hacks though, not here), so in a way I actually am involved in this project since I am making more people aware of it and getting more people successfully using it.

For the record I agree with Organized_Chaos here. People tend to forget that this project is not a "development only" project anymore. Clearly now that the code is more mature, what's happening on the "community side" of the force is getting more and more interesting.
But don't mind m0skit0 too much, he likes to yell at people
