I highly doubt that the thought process was, "What should we make easier to accomplish? Running pirated games, or running homebrew?" I think it's just the way the cookie crumbled.

running pirated games is much easir then running homebrew on a xbox 360

there is no programming language since you cant decrypt xex files unless your c4eva, Team FSD or a well known JTAG team unlike PS3 and PSP. Are you looking to run homebrew or play backup games?

It's not illegal to talk about back ups as long they are your back ups not someone else...

Creating "official homebrew" (working without crack) is possible. Using XNA Game Studio and C#.
