1: Ensure you have a game exploitable on your firmware version. (EG2 on 6.31 is ok)
2: Ensure you have the requried files downloaded. (All links for files can be found in MR. X's download thread

-a) The HBL completed binary for the exploit game you are using (An archive containing h.bin and hbl folder.) (You seem to have this)
-b) The savegame data folder for the exploit you are using (An archive containing a folder.) (It should be called UCES00767 for EG2.)
3: Place the binary download (h.bin and hbl folder) on the root of your memory stick, the top most level, MS0:\ (replace MS0 as the drive letter of your MS.)
4: Place the savegame data folder on the MS in MS0:\PSP\SAVEDATA
5: Run the game.
6: When you arrive at the title screen on EG2, select CONTINUE. Then the game will seem to lag, and the HBL text will appear on the screen, and after a few moments you will be at the HBL menu.
7: You are now using HBL.
If this does not cause the HBL text to appear, ensure the binary files and the savegame are in the proper locations. HBL would either run or error if it were in place.
If an error message appears, or if the game instead crashes to the XMB (or the PSP crashes), I would recommend downloading and using the newest revision of HBL (found in Mr. X's primary download topic)

If it continues to error/crash, replace the h.bin and hbl folder on your MS's root, with the debug version inside the newest revision's download. The debug release is used to create debug information, so that developers can determine the source of the problem. The log is located in MS0:\hbl\dbglog, and it generated when hbl attempts to run.
Post the information in the dbglog on this topic by: Copying the dbglog file to your computer and open it in notepad (or a similar open-anything program) and Copy and Paste the info in your reply (use a spoiler tag as it is a long file, or post the log info elsewhere and provide a link to it. Such as here
