Need Help Editing / Making Custom Eboots

I've made several attempts on making my own eboots for the ps1 or any other psp game/ hombrew, but I always mess up making either the PIC 1 or PIC 0 (the background picture or description). Is there a good method of making good .PNG pictures (I've heard Photoshop was a good method, but I don't really like Photoshop that much) or description documents (cause I just use Microsoft paint for the description icons)?

Oh and I use these programs to help me make the eboots (but I personally think using a command prompt is way easier to make eboots) :
