You can download the 6.60 update from Sony, you can find it at step 3.
http://us.playstation.com/support/syste ... /index.htm
Copy it to your PSP at ms0:/PSP/GAME/UPDATE/EBOOT.PBP and run it from the XMB.

No, you'll still need NPloader for decrypted DLC on ME/LME CFW to be able to play them. On PRO CFW, you don't need this plug-in.

Okay so in the situation that I don't go up to 6.60 pro what are the specifics of arranging my wipeout dlc on the memory card. Is there any specific way I need to add the edat's .pbp's and .nfo's

When you have decrypted your DLC, it should be ready to run fine using this plugin (It should be decrypted into it's own folder ready to run). You won't need to add/remove/replace anything.

The only thing that could be improved is that npdecrypter crashes some times when decrypting DLC on located on very nested folders (probably a stack overflow because i use recursion a save the parent path). Sadly i cannot fix that because those dlc are japanese and i don't want t spend on another 3000 yen card for things that i won't use.
