Just a cancer browser would tell you this.
If someone of the scene tells you, that this and that program can do what you need, then you should trust them.

Also is dl.qj.net a good page, that hosted a lot of scene stuff since years.

I'm going to flat out say its a coincidence.

Windows 8 is hyper-paranoid for the sake of users like the ones that believed the iOS7 firmware update made their devices waterproof.

By default, every program downloaded onto, or run on a Windows 8 computer has the basic details sent to MS for authentication.
Anything MS (via SmartScreen) has not already obtained a detailed analysis of yet gets over-dramatic warnings to make those same people think its unsafe when its not.
Blanket-blocking them by default is a safety-net, cause anything not already known is in theory potentially unsafe.
(The legal malware contained in many mainstream programs that it doesn't complain about is another matter entirely.)



As The Z pointed out, you've got several members here who know the scene vouching for the site, and the files.

dl.qj.net is safe the reason why it was reported as an attack page is because of some ADS acting up again it happened before and was fixed quickly.

btw the site is fine now.
