Yes you could do uno (or your own concepted card game; I have one concept in mind, but I don't think I want/have time to do it this time.). There are actually many different house rules to play uno. For example, I play it with the following rules (non-standard):
* You may combine multiple same cards at the same time (color is not an issue). However, if you combine two +2, then the player draws +2 once.
* +4 doesn't allow you to pick up a color (anything can be played after that).
* If you try to play the final card and you didn't say uno, you're forced to draw a card. However, you don't need to say uno, if you finish the game playing multiple cards at the same time.
* In 2 player mode reverse and skip allow/force you to play a card again.
* In addition, my friend uno deck has a card that forces every player to draw one card.
So, yes you can definitely do your kind of uno or even better the one where options can be adjusted with personal preferences.
EDIT: And this gives me an idea, you could create a tournament mode. Different houses, have different house rules.
