copyrights are a complex issue, and depend on the country.
You can't patent an "idea" in most countries of the world, but if somebody steals your code and hexedits it, this is copyright infringement by default in most european countries.
Anyways, complex issue, but the judges of this competition are not machines. If somebody steals your code and resubmits it to this competition, most likely we will see it, but in case of doubt you're allowed to contact us if you see an entry that seems to be "cheating".
This also depends on the license you provide your homebrew with. If you go GPL, anybody's allowed to duplicate your code. But as part of this competition, it means their code would be an update of your homebrew, meaning they need to get your approval to submit their update to the compo.
