I've been wondering this, would it be possible instead of having a big splash screen with all the sites on it, to have a logo, similar to how companies put small logos as their games start, and have the bigger splash screen put on a credits or about page? Kind of like how the PSP has the "Settings->System Settings->About PSP" page. I just think it would be much cleaner this way

My best guess is the splash screen should not be relocated or replaced. I know that if it becomes a popular brew that you load and others load often, that the splash screen can become... a burden. Lets consider both ends really quickly though:
Sponsors want to be promoted. Can you blame them? They want to know that even for a few seconds upon loading the homebrew, that they will get a bit of exposure. That's seems to be a reasonable trade off for a donation etc... however as said above, repeatedly being forced to see this can a cause for concern for the users.
Users want to be able to get right to the good stuff. Most wouldn't object to seeing a splash screen once in awhile at best. Hence I do understand your idea to replace it in another format. However, just as many users fail to read a readme, also few users actually view the credits etc. So the question between these two views becomes how to make it fair to both parties.
My personal opinion? The splash screen needs to be there upon loading. The sponsors get what they want. Now, upon loading the homebrew... as many homebrews do, simply have an option to turn off the splash screen upon loading. Therefore, both parties can win. The sponsors know they will get exposure, and the redundant splash screen can be removed if the users so wish. It's a reasonable solution

I would also suggest to use the splash screen efficiently to load whatever is necessary for the homebrew. If it's a game using lots of graphics, load and display the splash, then load all the other graphics (as much as you can) while the splash is being shown on the screen. This way you do display the splash, and you use that time efficiently.
As an example in Wagic, we show a "wallpaper" at the start of a game, while we load the database. Replacing the wallpaper with the competition splash screen would be doable, at no time "cost" for the user (since we do need to load that stuff)
It's easier in games of course because there's lots of things to load, but I'm sure most applications have something to "init" at some point, which could be done at that stage. Showing the splash screen for 3s and doing nothing in the background, now that's some waste of CPU time.
As Lampworker stated, the goal of the splash screen is to get some exposure for the donators, but also for the competition itself (and hopefully bring more entries). It of course does not prevent devs from releasing a version of their homebrew that has no splash screen, after the competition.
Regarding the initial suggestion, I think the splash screen is nothing more than what companies do, showing logos at the start. We have the decency to show ALL involved sponsors in one screen, unlike video game companies who show you the sony screen, then the square enix screen, then the logo of the independent company who did the game, then another logo for fun, etc...

I agree with Wololo and Lampworker, they are there for a purpose. I also agree with Davee, that hitting x or o to make it go away is a good idea as the user has the choice to read the sponsors... ane they are forced for 1 second. Works for me.

Please just do us a favor and remember that a splash screen is there for a reason: to show that you were joined in a wonderful competition and this will commemorate this in brew forever, and also, and I believe this is worth the trade off: to advertise the sponsors. There have been some rumblings I've heard about the splash screen, and I just really want everyone to know that the splash screen, IMHO, is a good thing in that it shows that this brew that is running was part of something REALLY COOL!

I think loading the files and stuff in the Background while on the Splash Screen sounds good.
