There are a few automated rules about who can vote and who can't, it's in generally based on how long you have been a member of the forum, to avoid people creating "fake" accounts to vote for themselves

Is it against the rules to vote for yourself; or is it only against the rules to create new accounts to vote for yourself? Sorry if the question has been asked a dozen times I looked and couldn't find any info on it.

It is ok to vote for yourself. It is, however, not ok to create new accounts (check the forum rules), no matter what your reason might be, and even more if your goals is to artificially inflate your vote count in this contest.

Well, my friend had been a member since 2 months I think ... But anyways when he tried to vote again using his laptop he said that he was able to vote.
