It's a bit more than that.
Assuming sony patches the exploit, they will:
- remove the game from the store a few hours after the exploit is made public (temporarily)
- patch the OS
- put the game back on the store
- force people to update their firmware if they want to access the store
At this point, people who want to buy the game will be forced to update their firmware if they want to access the store. For these people, the exploit won't work. The only people for whom it will work are people who already own the game before the patch, are ready to not upgrade their vita, and can find a way to copy savedata files on the vita without having to update the vita. This will seriously limit the amount of people who can really use this exploit.
