Is a brand new ps vita 1000 hackable currently?

Im planning on getting a sealed ps vita 1000, install 3.60 and play ps1 games with it.

Is a ps vita like that currently hackable or all doors are closed right now?

As far as I know Sony isn't manufacturing the 1000 anymore. Thus any sealed 1000 should be well under 3.60.

You may need a PS3 to activate the system, I'm not up to date on current activators.
