If I pick up an imported Glacier White Vita, what firmware

I got aqua blue few days ago, it was on 3.61. (similar case here)
Its possible that all the "new color" vitas from japan are shipping with 3.61 now

The latest two (metallic red and silver) are on 3.61 for sure, see twitter

You should consider getting some old bundle/version or asking seller for info about fw

Can't really say that, the bundles that came out before August 2016, are likely to have lower firmware than 3.60.
Check Borderlands 2 bundle, its known to be 3.0x or 3.1x, but its getting pretty pricey on ebay .
