Secondly, you need to be accepted by Sony, you have to prove that you are a game dev and you are trying to make a game, and you most likely have to give past games you've created to show your skills. I highly doubt these things have hit the blackmarket. All these people wasting money for nothing >.<

If the amount isn't reached, do you get your money back? I doubt you do.

If you already are a game dev, and have a few (successful?) games to prove it, raising this amount for a devkit shouldn't be too hard.

There's the chance that the sum won't be reached, there's the chance that once it's reached, mystery person will go away, there's the chance that nothing useful comes out of the devkit, there's the chance that yet more donations will be required before anything useful is released. I know how this sounds to me.
