PSP 09g Downgrade to 6.20!!!??

i have 2 psp 3000 models , both came with 6.30 ofw fresh from the box. i updated both to 6.35 then used cronoswitch to downgrade them to 6.20. the 1st one is successful and now its 6.20 pro but the other one got this 1% error 0x1ffffff error?

questions:
1. why did the other psp have the error? i used the same file for both psp and they are both detected as 09g?
2. some units i downgraded using chronoswitch or the 6.xx downgrader is either black screen or hangs in please wait message. i have to use a charger without battery in order to run it properly. is there something to do wiht the battery even though its fully charged?

off topic question:
i have a 5.50 gen-d3 psp and i cant update it to 6.xx fw. it says your psp is 9.99 and you can not upgrade.
what is the fastest way to update it? my pandora is broken.
