If the ofw which should be installed, has the files for that psp (Xg) then you can downgrade to that firmware.
The only reason, why 07g/09g cant be downgradet to 6.20 is that 6.20 has no 07/09g files.

And yeah.

Use 6.20 ppatch firmware, or the 6.39 LME cfw.
