Umm, sure, why not, but I doubt it's feasible.
Linux can't be run normally on the PSP because (iirc) there was some hardware memory management utility missing that when implemented as a software component will be too slow to be effective, and Android is a Linux OS as well.
There was an explanation on this by m0skit0 somewhere in Off-Topic, but I'm too lazy to go dig it up right now.

Lack of MMU only complicates things. It doesn't make it impossible. I've seen the most obscure devices swap and do complex memory management without MMU's.

Getting uClinux to run android runtime is possible, but just requires a large amount of modification...

That is exactly what doesn't work because there is no MMU. No virtual memory possible on the PSP.
