I don't think this is relevant, but the firmware is 6.20 PRO-B10. The cable has the same problem on my other PSP Go which is on 6.20 TN-D.
Both systems, previously to buying a new cable, I modified so that I could charge and transfer data by setting it on a laminated cardboard pad I fabricated that made contact through the four screws on the back of the devices. I do not think that I damaged anything when installing/uninstalling that mod, but I can't rule that out.
My question is, is there some physical difference between the original Sony cables and third party cables such as this one?
I opened up the cable to see if it included the white/green data wires, and it did. It did not have a fifth wire for the shield ground like I have seen in some USB cables. I tried soldering a wire to the shields on both ends of the cable, but that had no effect.
I plan on buying an original cable as soon as I can, but in the meantime I would like to try to hack this cable into working until then.

I figured something out. I can only enable USB mass storage if I connect these two points:

I'm not sure what this is all about, but it will work until I get a new USB cord.

EDIT AGAIN:
This solution did not work for my other PSP Go. I believe this may be evidence that the root of the problem was created by my previous tinkering. I was able to get my computer to recognize that something was connected by messing with another small component that I had previously soldered. I may have damaged it, but I think I can fix it.
tl;dr: I thought I had a faulty USB cable, but it turned out to probably be my own fault for messing with the circuitry in my PSPs in the past.
Unfortunately one motherboard is permanently unable to connect through USB, but one works fine now. It's a good thing that I only need one for homebrew development.
