PSP Homebrew Signing and Publishing

I'm working on a PSP homebrew, it's working fine so far with CFW on a PSP2000. A few questions come up:
1.) Are PSP Homebrews usually published as non-signed (directly from pspsdk) for CFW or signed so that they work in OFW? Advantages/disadvantages of both approaches?
2.) How do I sign my PSP homebrew? Some tutorials that I've found mention that signing must be done on a PSP, where can I find those tools?
3.) Which webpages / homebrew directories exist where I can publish my PSP homebrew?
4.) The homebrew also works on PSTV in VHBL (eboot.pbp renamed to wmenu.bin), what's the best way to publish PSP homebrew for Vita devices?
