PSP Filer has support for sorting homebrew/ISO, but you need to sort them manually, there are other homebrew too, but Filer does the job (best PSP file manager, fact :P).

Launch Filer > Press Triangle > Press Left.
Once there, you can use Circle to grab the homebrew/ISO, then press up or down to sort, once you have it where you want press Circle again, then press Start to exit sorter menu and save changes.

This doesn't work for me on the Vita. I'm running 3.18 TN-V. On the Filer, it appears in the order that I changed it on but on the XMB, there's no change. Does it have something to do with whether the game is Installed or not?

yeah, Filer's sorter never worked on ePSP, I think there was another sorter that someone got working, but I don't remember what it was.

I was using the PSP filer homebrew too but each time when I upload a different ISO/homebrew sorting them again again become so boring.

Why dont you use game categories, I keep homebrews under a folde and games under a different one, quite tidy that way.

A pc tool working with xp-win10 pspbrew can organize homebrews and isos, additional options multilanguage.
In Psp ofw homebrew list under H:
05 Download / hombrew sorter 1.2.0 [app]
06 Download / homebrewsorter GUI beta4 suloku mod [app]

Sorting them manually is possible by edit date (time) when eboot was copied oldest or shown last.
HomeBrews working with Psp 6.xx fw viewtopic.php?f=2&t=2624
ofw (shrunk) HomeBrews viewtopic.php?f=2&t=1879
