It's not possible to compile C source code on the PSP (that I'm aware of).
it's not school work i'm having problems with,it's that i'm smart and lazy(and isn't this kinda off topic?)

PSP cannot run a C compiler because it has too little memory. You can write a tiny slow C compiler for it anyways, but that would be quite useless IMHO (who's going to type C code on a PSP?).
