Something tells me you've never made a PSP game before. Go to PSP-Programming.com to learn how to compile apps for PSP.

asORganized_Chaos told you, psp-programming.com is probably a good starting point.
Also, always remember the golden rule: think big, but start small.

Don't try to come up with a mmorpg with more features than commercial software for your fist homebrew, or you'll be disappointed. create a simple game, that you will be able to expand with time. That's just a suggestion of course.
If you need US PSN Codes, this technique is what I recommend.

all i want to make is a simple real-time sci-fi rpg with a level up system, a hud, 2-d side scrolling ,damage calculation and the ability to talk and interact with npc's

Start with this: http://www.psp-programming.com/tutorials/

Once you complete that (and fully comprehend what you're doing with it), go here: http://www.psp-programming.com/forums/i ... c,359.html then do this: http://www.psp-programming.com/forums/i ... c,386.html and finally this: http://www.psp-programming.com/forums/i ... c,961.html

You'll end up with a simple arcade style game where you run around collecting stars, but it gives you a good solid foundation to learn from. Once you do that you should be able to get an idea of how to make the game you want to make.

This question makes not much sense, I assume you mean the PSPSDK, then the answer is of course yes, the PSPSDK works on linux, it is designed to run on linux.
