A 6.39 port of this would be nice, but it's really not needed. If you want something similar to this, you can just install the autoboot plugin on your fully hackable PSP with ME installed and set your PSP to run the PRO Fast Recovery whenever you boot your PSP holding a specific button.

If that's too much work for you, just update to 6.60. xD
