Step-by-step:
1) Update your PSP to 6.61
2) Install LME-2.3 (the most up-to-date and the one I recommend.)
3) LME is an temp-CFW so everytime you shutdown your PSP (fully shutdown), you need to re-start it so I recommend you to install LightSpeed (It replaces one of "Extras" icons with an shortcut so you can boot into CFW in just a few seconds.)
(You can make CFW permanent by using ME firmware (Uses cIPL to flash it to your PSP so I don't recommend this.) or Davee's newly released Infinity (still new, some bug reports coming and cIPL is far superior.) BUT I REALLY DON'T RECOMMEND PERMANENT CFW AS IS IT MOST LIKELY USELESS TO SAVE JUST 2 SECONDS. (In my opinion.))
