Say I do go with 6.61, is there a ME version of it? Also, would it be difficult to install? I already had some issues with trying to do a perma cfw install.

Yes and its the same as 6.60, Just run the installer.

Run the 6.60 ME-2.3 cfw? I did and it says it requires 6.60...

You need the 6.61 Installer....

For ME it is very easy. Be on the correct OFW (6.60, 6.61, etc) and then use the ME CFW Installer (OFW Version). That one can be used from an official firmware and installs you the ME CFW + cIPL (the thing that makes it a full CFW, opposed to a temporary one).

Since newer PSPs cannot use the ME CFW or the cIPL, there is a LME CFW (same as ME, just called LME for newer PSPs) which can be made permanent (via perma patch) on 6.20, but is otherwise just temporary (on 6.39, 6.60 & 6.61).

As for Pandora well that is where things get tricky since your PSP is capable of using one but it can not make one so you will need a 1k to do it or mess around with the little board in the battery by cutting it open(would not recommend), Now once you do have a pandora battery you can just use DCv9 to flash 6.60 ME(1.3 iirc) then update to the lastest from there.

You could also try using a OFW update again to hopefully clean everything then try 6.61 ME or something.
Technically he can use the LME CFW Installer on an "old enough" PSP (this means: Any PSP 1000, regardless of the PSP 1000s motherboard, or a PSP 2000 with a TA-085v1 motherboard) to boot into the temporary LME CFW, which can then be used to create a pandora battery via its LME CFW Recovery Menu :)

Oh, there is also a D(D)Cv9 for 6.60 ME-2.3 and a D(D)Cv10 for 6.61 ME-2.3 :)
