Cobra ODE is it real?

is it simple enough to get my hands on this cobra ode drive emulator i read about online without having to downgrade my old ps3. i ask on this site because this is my number one source for news on ps stuff. and i plan on getting a ps4 but if i could get my hands on kiddy games for my 5yr old son to play on a cobra that would be awesome.
