PS2 classics help

When i go to make a ps2 classic I
1.ran reactpsn with the raps file which should be correct used it for many other things before this
2.used ps3tools to convert my iso to pkg
3. put on my external and installed pkg
4.get black screen with no copyright error now game i am using is Shin Megami Tensei - Devil Summoner - Raidou Kuzunoha vs. The Soulless Army [PS2 Classics] [SLUS21431]

Can anyone explained what i have missed or am doing wrong?
