Today(Nov,13th) SCEJ posted an announcement regarding recent PSN access from CFW users, warning that consumers must immediately cease using and delete all unauthorized or pirated software from their PS3 or face the risk of having their access to PSN permanently terminated and their warranty voided.

A similar announcement also appears on US and other regional playstation websites.

This ability to ban accounts for anything they want has been in their PSN ToS for like, ever.
To keep warning people about it says either:
A) They can't catch them and hope this will help
B) Its a cheap pandering to their fanbase to rile up hate against CFW users
C) they are still worried about legal consequences for banning people
D) Some combination of the above

Such clauses have always been in the Sony ToS. They're actually so vague, you can have browsing non-Sony websites on your Vita get your PSN account banned.

That's why PS5 games will come with a Sony representative clone.

They want to make it look like CFW user == pirate and cheater.

Some countries in fact have laws preventing companies from denying you a service you have payed for. In such a case, Sony wouldn't be able to ban PSN+ subscribers.

Are they going to ban every CFW user or only online cheaters?

Mainly cheaters online, their main focus was cheating in BO2 for example, but include pirated software in their post just as a scare tactic sorta-kinda.

I just havn't been playing online.. been getting some stuff with my new Plus membership, uploading my trophies and thats about it. For those that got plus for the vita, if you have rebug installed under debug there is an option for "fake plus" I'm assuming that will take care of the time restraints.. not sure how effective that option is, but I'ma try when when time is up.
