they are the usual repair method to fix the blinking red light of doom in ps3's
reflow is were you use a heat gun to heat the cpu ,gpu and ram chips on a motherboard to reset the solder *** connecting it to the board, when they crack and break ,the connection between the chips and the broad is broken
reballing is when you remove the cpu.gpu and ram chips from the motherboard and remove the old solder and replace it with better solder(usually with lead based solder) so that the connection to the mother board is more stable and not as likely to break or mess up again
reflowing can only be done 2 or 3 times before a reballing is required, but is usually cheaper, around $25-$55usd to have a shop do it
reballing is a much better repair(often permanently repairing the issue) but can cost above $95- $160 to have a shop do it
and eating thrifty maid noodles because of it......seriously!?! off brand noodles.....ouch i got burned by tech support.....ouch........
