Rebug Selector. That's what the process of running it does. Rebug Mode vs Normal Mode. Pretty much, unless you wan to install a newer Rebug Update, install an alternate spoof, or Install another OFW/CFW/MFW, you'll never need to swap back to Normal Mode.

Any kind of storage device the PS3 supports is fine, I wrote USB Flash Drive by reflex (since few models have those MS ports, you lucky one with a CECHA.)
