Valkyria Chronicles 3 Chapter 13 problem

I'm trying to get through Valkyria Chronicles 3 Chapter 13 Desperate_For_Replenishments mission 3 with Calamity Ravens (in game it's called Couterstrike).
I've read http://valkyria.wikia.com/wiki/Chapter_ ... %28Pt.3%29 but there is something wrong. You cannot activate Valkyria more than once. And Even with Valkyria I cannot kill the soldier that's crouching near barricade in one turn.

I saw other tutorial on Dailymotion, but this guy took his time and get through more than 3 turns.
