Long answer: Vita's GPU is SGX543MP4+, + is Sony custom, no idea what this means, maybe higher freq?. SGX543MP2 (which installed in iPhone 4s and iPad 2) can decode up to 1080p30fps. No idea about hi10p (but if believe this

Nope, software decoding of hi10p is something even Raspberry Pi 3 B+ hangs alot (if use Software method, since it doesn't have hardware decoder for it)
