Can't install VitaDefilerClient on PSTV

I successfully installed PSM Dev For Unity on my 3.50 PlayStation TV using this guide. I then updated PSM Dev For Unity to version 1.06. Now I can't get the VitaDefilerClient to install. I did the daily email and opened PSM Dev For Unity on the PlayStation TV. I than ran the "run_package_install.bat" to install VitaDefilerClient, but it just says "Waiting for Vita to connect..." and never progresses. My computer and PlayStation TV are connected to the same Wi-Fi network. Is there something special I have to do to get it to install on the PlayStation TV? I can't use the memory card from my Vita because the Vita is running 3.36. Any help would be appertained.
