Failed the authentication to execute application

Even though I once managed to setup rejuvenate and run brews through it, it appears that now, after formatting, the same can not be done, as I get the ''failed to...please recreate a device seed..".

Here is what I do when trying to set it up:
1)formatting my vita
2)setting up my yahoo email
3)installing my backup of psm dev
4)deleting SCE folder from %appdata%
5)sending the 5 attachments email from hackinformer service(and open them ofc)
6)opening psm dev. connecting to pc and then importing key,seed and app ring.
7)closing psm dev. sending the 2 attachment (from wololo's service) mail and opening them(and open them)
8)opening psm dev while vita is connected to pc and running rejuvenate setup
9)installing vitadelifier

Kinda lost here. Any one knows what Im doing wrong? the device id I enter psm+ is 100% correct.

When the first licence email was sent to you, you also downloaded (on your web browser) a ZIP file called "PSMPublisherActivation". Then, follow those instructions :

9 - Extract the downloaded archive
10 - Click the "Import Publisher Key" button in the "PSM Publishing Utility", import the file from the extracted archive
11 - Click the "Import Device Seed" button in the "PSM Publishing Utility for Unity", import the file from the extracted archive
12 - Click the "Import App Key Ring" button in the "PSM Publishing Utility for Unity", import the file from the extracted archive

Read step 6. Thats what ive done.

Okay well, this is a bit of a bump on an older post but if your still having problems or if anyone else finds this like I did maybe this will help.

I had the exact same problem as the OP, I followed the PSM+ instructions to the letter, reinstalled Rejuvinate and the dev app each about 5 times and it all ended with "Failed the authentication to execute application. Please re-create a Device Seed and App Key using with PSM Studio or Publishing Utility" I had even got it working on my other vita with no problems but this one wouldn't budge.

What finally fixed it was trying the PSM+ on this site: http://hackinformer.com/psmplus/ui/psmdevunity.html
the process is basically the same EXCEPT I actually got the 4 licence files in my email in step one, whereas before I would only get an email from step 2. (Meaning I would get only two pictures to click instead of 6-7 for non-unity)

In case anyone is interested, here are my specs:

FW: 3.36
Unity app version: 1.06
Unity Build: 4.3.7p3
Claims PSM runtime version 4.3.7.0 in app but 1.0 in system, odd...
