So yeah, obviously something's going on here. It sai dit's open to all users that are logged in which I am so clearly there's something going on here.

When I use GMail account, I had this issue (maybe it's your case too) : the first licence email was in my mailbox (checked on my computer email client) but the PS Vita email application couldn't see it. The solution I found was to forward this mail to the same mailbox and finally, the PS Vita could see the forwarded mail (with all its attachments).

If it's not your case, maybe you can try this other PSM+ source (not hosted on Wololo.net) :

By the way, I don't understand why PSM+ licence generation tool is not public : if tomorrow, Wololo.net or Hackinformer.com close their gates, Rejuvenate is over... Maybe there is a good reason like keeping a flaw in Sony licence system secret for future releases.
