I have to use public wifi. Is it possible to use this exploit offline?

If you have a laptop with wifi you can install a 'wifi hotspot' program that turns your laptop into a hotspot. E.g. Virtual Router, mHotspot or Connectify. Then just connect the vita to your personal hotspot and upload the homebrew. once the homebrew runs you can close the connection.

This or using AndriodDefiler is as much 'offline' you can get currently afaik.
