By contrast, the 3DS scene is thriving because it's so easy for anybody to get homebrew running on the thing, even the latest firmware is exploitable.

If you have any kind of Android device you can push ELFs across by WiFi. Works fine on my HTC One M8 running CyanogenMod 13, my Amazon Kindle Fire HD 7 running CyanogenMod 12.1 and presumably my Amazon Fire TV although I haven't tested that yet (job for the weekend). I don't think it needs root access so it should work on anything you can get the AndroidDefiler.apk across to.
