It should still charge up to 100 %, even if the full capacity has decreased. Because the capacity of any device with a battery is decreasing as we use it.
I'm no expert with batteries, but I'd say your battery is faulty. I'd get a new battery.
But it could be a bug in the plugin as well. While I use ShellSecBat, I haven't tried h-encore. Still running 3.60 Enso.
