E-80558325 on some games, not others

I am receiving the error on some of my legit (purchased) games but not others after copying them from my PC back onto my Vita. I hadn't updated my old Vita to 3.60 from 3.18 until a few days ago but the system was still activated (act.dat still exists). It wouldn't be as strange if all games had the error but only some do. Is this happening to anyone else and is it known why only with some games?
