How to Install PSM Assistance and SDK on PS Vita 3.36?

I own a PS3 and a PC. Is there any way to install the PSM apks?

PS3 with CFW that can access PSN? "Install" PKGs in question on it and transfer them to Vita (going online on CFW always carries risk of PSN account and/or console ban)
PS3 with OFW and known IDPS? Download some Vita game/demo/app to PS3, backup PS3 HDD, replace downloaded PKG with PSM PKG in backup, restore backup on PS3, transfer from PS3 to Vita.
PS3 with OFW and unknown IDPS? Run Charles Proxy on your PC, set up PS3 to use it, download some Vita game/demo/app to PS3 and redirect its PKG to PSM PKG hosted on your PC, transfer from PS3 to Vita.

You MUST have a developer license from psn.playstation.net (dev licenses, unlike publisher licenses, can still be obtained as easy as literally clicking one big blue button on PSM DevPortal)
