Transfer what ? A cow, a chicken, the PSM Dev app ??
For the last one: Yep only with PS3
The other two: only Backtrack r5

But if you mean transferring music, videos, etc. then you can do it with either CMA, OpenCMA or QCMA

Wouldn't the Vita already need to be logged into this "Shared" account?
Logging in to the account would require updating, which would break the exploit game.
