Ordi is correct. "please access to http://bit.ly/psmdevapp with PS Vita's web browser" although when I did it... it did take me to the PSN store (PSM section) to download so maybe it can be done just via the store?

i click the link it takes you to the psm assistant on ps store but NO download buuton

Hm, maybe you have to sign in to the PSM DevPortal first (http://yifan.lu/2015/05/07/you-should-register-for-psm/), before you can download it, I'm not sure.

You have to register and link your account to Dev Portal in order for it to appear on your download list
