Something's wrong on your end, try redownloading. It's the same IP9100-PCSI00007_00-PSSUITEDEV000000-A0114-V0100.pkg file as mentioned in viewtopic.php?f=54&t=40621 thread.MovingxTarget wrote:Faild c2-10526-4
I installed that update .pkg on my 3.18 Vita over already installed base .pkg from that thread with no problems, including dev license verification (you must have Dev Assistant in your PS Store download list to pass dev license verification).

Edit: I am not approved to publish apps for psm. Does that affect me getting the application on my vita?

Publisher license is not required according to Yifan Lu, but you may need a developer license. Check that PSM Dev Assistant is shown in your Download List (on PC or PS3), register on psm.playstation.net to get it if it isn't there.MovingxTarget wrote:I wiped my mem card. Tried again

Keep Vita completely offline while updating (enable airplane mode, shut down Vita, turn it back on). It will only require online once after that (when you start updated Dev Assistant to verify that you indeed have a developer license).
Note that backing up Dev Assistant does NOT back up the dev license (or, rather, its "verified" state), and it will require verification again when you restore the backup. Hopefully Yuifan Lu has a cure for that, because Sony will stop confirming already issued dev licenses in the near future I think.
