In the instruction of PSM+ and Rejuvenate , the PSM SDK 1.21 is used . So that mean PSM+ only work with apps developed with PSM SDK 1.21 , right ?

Nothing runs on PSM+ since it is not an app, PSM+ is a way to bypass the license check put in by sony.

To develop apps for rejuvinate, you have the use one of the two SDK's provided.
